The Motorola Droid 2 cannot be unlocked like a normal GSM or SIM card device. Rather the Motorola Droid 2 is a CDMA network phone and therefore can only be unlocked through the use of a USB cable and some special Motorola unlocking software. I am not aware of any software that supports unlocking the new Motorola Droid 2 yet, but I am sure as the release date gets closer and the Droid 2 is released there may be some vendors supporting it.
Additionally, note that the Motorola Droid 2 will initially come locked to Verizon Wireless who is picking up the phone and probably selling it with a two-year contract. This means you can either try to unlock the phone after purcahsing it from them or you can wait and see if an unlocked version of the smartphone is launched.
